类型化视域下自然保护地立法的制度建构

自然保护地在维持生态平衡,实现生态系统服务功能中可以发挥重要作用,但不同类型自然保护地的主导生态系统服务功能供给存在一定差异.《自然保护地法》立法工作须依赖理论上对自然保护地的类型化,并在此基础上建构对应型的规划建设、运营管理等方面的具体制度.因此,基于生态系统服务功能供给的空间差异,可以将当前相互重叠、缺乏体系的自然保护地划分为国家公园、自然保护区、自然公园、自然保护小区等四种类型,搭建"1部基础法律+4部类型化条例(或法律)"的自然保护地法律体系,并可以通过体系化公法、私法制度工具强化自然保护地的有效治理.     

雄安新区科技企业创新能力评价研究

科技企业是实现科技创新的驱动者和科技成果转化的重要载体,也是推动研究开发的重要参与者,科学评价科技企业创新能力有助于企业自身不断发展壮大。在分析国内外新区科技企业创新驱动发展相关理论研究的基础上,从研发投入、研发基础、研发效益和现代科技四个角度,运用层次分析法构建科技企业创新能力评价系统,并通过实证分析说明评价系统的可靠性;根据评价系统测算出现阶段雄安新区科技企业创新能力,通过与成熟新区科技企业的比较,发现其短板和不足,力图为决策者科学合理评价、管理科技企业创新发展提供有益参考。     

川东北地区须家河组二段储层差异性分析

随着勘探程度的深入，为了扩大四川盆地天然气勘探领域、寻找新的勘探接替区，四川盆地的勘探区域由盆内逐渐向盆缘延伸。在这种背景下，川东北地区须家河组二段相继取得新的勘探成果，但在勘探开发过程中逐渐暴露了诸如区块之间气井产能差异大，储层的碎屑组分、结构及厚度、物性、孔隙结构差异明显等问题，制约了勘探开发的步伐。针对上述问题，根据岩芯观察描述、分析化验资料及测井解释成果，从沉积、成岩方面入手，对比剖析了川东北龙岗和营山地区须二段储层特征的差异性及其成因，认为远离物源区和高能水体的反复淘洗是造成储层差异性的首要因素，强烈的压实作用和多期石英加大对储层差异性起关键作用，自生绿泥石衬边胶结和长石选择性溶蚀最终决定了储层差异性。从而解释了气藏勘探开发中遇到的诸多问题，对有效指导该区的下一步勘探开发工作具有重要意义。     

Linear scalar-on-surface random effects regression models

Many research fields increasingly involve analyzing data of a complex structure. Models investigating the dependence of a response on a predictor have moved beyond the ordinary scalar-on-vector regression. We propose a regression model for a scalar response and a surface (or a bivariate function) predictor. The predictor has a random component and the regression model falls in the framework of linear random effects models. We estimate the model parameters via maximizing the log-likelihood with the ECME (Expectation/Conditional Maximization Either) algorithm. We use the approach to analyze a data set where the response is the neuroticism score and the predictor is the resting-state brain function image. In the simulations we tried, the approach has better performance than two other approaches, a functional principal component regression approach and a smooth scalar-on-image regression approach.

农民是农业和农村的主体,也是乡村振兴的内生因素,发挥农民主体作用对实施乡村振兴战略意义重大。当前农民对乡村振兴关注度和支持度较高,农民的主体作用发挥成为乡村振兴的根本动力。但现实中,农民主体作用也受到诸如农业综合效益较低、农民自身思想文化和能力素质不高、管理机制滞后及基础条件薄弱等多方面的因素制约,需要党委、政府综合施策,采取完善乡村治理、健全政策扶持、建立引导机制、补齐短板缺陷、加强培育培训等一系列政策措施,尊重、引导、激励和支持农民自我管理、自我发展,激发农民的主动性、积极性、创造性。     

Planning Strategically or by the Book?—Contentious Land Use Planning in South-eastern Finland

The debate on strategic spatial planning highlights the limitations of statutory land use planning in weighing up future options for spatial development, particularly in instances of rapid change. This paper draws on this debate in order to analyse planning institutions and practices in Finland. The case in point is the south-eastern border region where interdependencies with Russia, particularly shopping tourism, have created pressures on land use and led to contentious planning processes between regional and central levels of government. It is argued that, in the absence of cross-border spatial co-ordination, there is a need to establish links between regional land use planning and visions of spatial scenarios in the national context.

Uniform consistency rate of kNN regression estimation for functional time series data

In this paper, we investigate the k-nearest neighbours (kNN) estimation of nonparametric regression model for strong mixing functional time series data. More precisely, we establish the uniform almost complete convergence rate of the kNN estimator under some mild conditions. Furthermore, a simulation study and an empirical application to the real data analysis of sea surface temperature (SST) are carried out to illustrate the finite sample performances and the usefulness of the kNN approach.     

Urban cultivation in Accra: an examination of the nature, practices, problems, potentials and urban planning implications

The literature on urban farming in Sub-Saharan African cities reveals that most studies have been conducted in Eastern, Southern and Central African cities. A few have focused on West Africa, including Sierra Leone, Guinea Bissau, and Cameroon. In Ghana there is a paucity of information on urban farming. The purpose of this paper is to examine the status of urban cultivation in Accra, Ghana's capital, reviewing existing research, and to present new empirical findings on urban cultivation emphasizing on its history, nature, practices, problems, potentials and urban planning implications.
